Sheila Jordan
Alameda County Superintendent of Schools



Sheila has served as the Superintendent of Alameda County Schools since 1998.  Her emphasis since taking office in 1999 has been able to create a culture of cooperation and teamwork both in the districts and within the ACOE organization. 

A teacher for more than 20 years, Superintendent Jordan was elected and served on both the Oakland Unified School District Board of Education and the Oakland City Council before running for the office of Superintendent.  Ms. Jordan has built a team of subject matter experts distinguished for their expertise in Early Childhood Education, Reading and Language Arts, Mathematics, English-Language Development, Bilingual programs, History and Science, Visual and Performing Arts, Youth Development, school leadership, school business operations and charter schools.

Louise Music

Louise Music is the Arts Learning Manager at the Alameda County Office of Education, and directs the Alliance for Arts Learning Leadership.  A visionary leader and bold advocate for equity in education, Music has developed models for arts learning and integration for quality, and equitable schools, regional coordination and leadership capacity building.

Amina Luqman-Dawson

Amina has focused her career on analysis, development and implementation of public policy relating to people of color and other traditionally overlooked and disenfranchised groups. She has worked as a freelance author, with published works appearing in The San Francisco Chronicle, The Washington Post, The Richmond Free Press, The Virginia Pilot, The National Urban League’s Magazine and Pathfinders Travel Magazine. She is also author of the pictorial heritage book Images of America: African Americans of Petersburg. Amina received her B.A. from Vassar College and her Masters in Public Policy from the Goldman School of Public Policy at the University of California Berkeley.

Pamela Bachilla

Pamela Bachilla brings extensive experience in the legislative, political, and media arenas. Prior to joining K Street Consulting, she owned and operated PB Consulting, a successful public affairs and advocacy firm. Ms. Bachilla’s tenure as a lobbyist and public affairs expert began when she was recruited to represent clients at a high-profile corporate advocacy firm, where she developed specific expertise in working with professional associations to increase prominence and influence through coordinated legislative, media, and community organizing efforts. Ms. Bachilla has held multiple legislative staff positions in the California State Senate, and began her work in politics by directing campaigns and serving in key appointments in local government. She holds a B.A., with high honors and high distinction, from the University of California, Berkeley, and is an alumna of the prestigious California Senate Fellows Program, which was recently recognized by Forbes magazine as nation’s top graduate fellowship in politics and public policy.
